This program was created in the early 1990s after lawmakers heard testimony about the barriers military families face when pursuing adoption, especially while stationed abroad. It represents a small but meaningful acknowledgment of the financial and emotional challenges that come with expanding a family while serving the nation.
 

How the Program Works

The DoD adoption subsidy allows service members to be reimbursed for certain qualifying expenses such as legal fees, adoption agency charges, and medical costs directly related to the adoption. Reimbursement is capped at $2,000 per child and $5,000 per family per year.

The Dave Thomas Foundation’s 2023 Adoption-Friendly Workplace Survey found that the average reimbursement in private companies is approximately $15,000 per child—a sharp contrast to the DoD’s long-standing $2,000 limit.
 
The same GAO report noted that over 2,000 military families had applied for reimbursement, but without increases to funding caps or earlier payment options, the program remains more symbolic than impactful.

The adoption subsidy highlights the ongoing gap between the military’s public emphasis on family readiness and the funding allocated to sustain it.
