The Dave Thomas Foundation’s 2023 Adoption-Friendly Workplace Survey found that the average reimbursement in private companies is approximately $15,000 per child—a sharp contrast to the DoD’s long-standing $2,000 limit.
The same GAO report noted that over 2,000 military families had applied for reimbursement, but without increases to funding caps or earlier payment options, the program remains more symbolic than impactful.
