Big changes could be coming to northern El Paso County with a brand new commercial hub on the horizon. Phoenix-based Legacy Development Partners has proposed The Legacy at Jackson Landing, a 30-acre commercial center at the northeast corner of I-25 and Baptist Road in Monument. š
Anchored by a massive 129,000 square foot "Major A" retailer and with room for a 16,000 square foot “Major B” space, this development promises to bring more retail, dining, and service options to the area. According to Legacy president Chris Hake, this multi-million dollar project will be more than just retail. It will offer a well-balanced mix of uses designed to serve the growing community.
Located just south of Monument Marketplace, home to Walmart, Home Depot, and Kohl’s, the development will be built in phases, with the main anchor store coming first. If approved, construction could begin as early as April 2026.
Local residents voiced cautious optimism at a recent meeting, offering minor suggestions and raising concerns about traffic congestion and sightlines. In particular, residents pointed out safety concerns at Jackson Creek Parkway and Lyons Tail Road, where there is currently no traffic signal. Although the developer will not be installing one directly, Triview Metropolitan District is already working on solutions.
