If you own property in El Paso County, are considering buying land, or simply care about how our community grows, this is something worth knowing about.
El Paso County is currently updating its Land Development Code, the set of rules that helps determine what can be built where and the standards that apply to development throughout unincorporated El Paso County.
And right now, the public has an opportunity to weigh in.
According to a recent Colorado Springs Gazette article, the proposed updates include changes to zoning districts, development standards, allowable land uses, and how certain zoning classifications are organized.
Some of the proposed changes include consolidating existing zoning districts. For example, two multi-dwelling density districts would be combined into a new "Residential Flex" district. The draft also introduces new zoning categories for open space and public or civic uses.
The proposed code goes well beyond residential zoning. It addresses standards related to transportation, drainage, utilities, water and wastewater, parking, landscaping, fencing, outdoor lighting, signs, subdivision design, environmental hazards, building design, and many different types of land uses.
Why does the El Paso County Land Development Code matter?
Land use regulations can have a very real impact on property owners.
Depending on where a property is located and how it is zoned, these rules can affect questions such as:
- What can be built on a property?
- Can the property be subdivided?
- What types of residential or commercial uses are permitted?
- What setbacks or building standards apply?
- What are the requirements for fencing, landscaping, parking, lighting, or access?
- What development may eventually occur on nearby land?
These are exactly the kinds of details I encourage buyers to understand when they are looking at acreage, rural property, new development, or homes surrounded by currently undeveloped land.
A beautiful open field next door today does not necessarily mean it will remain an open field forever. Understanding zoning and allowable land uses can provide important context before purchasing a property.
El Paso County is asking for public input
The county has made the draft available online and residents can review individual sections and submit comments directly within the document.
The current draft includes Modules 1 and 2 covering zoning districts, uses, and development standards.
The Gazette also reported that public input opportunities are planned throughout September. Because meeting information can change, I recommend checking the county's official Land Development Code website for the latest schedule before attending an event.
